The value for MLP is 13 and for frame it is 4. You don't need to worry
about FRF.12 because voice packets will not be fragmented if FRF is
correctly configured and will also have the normal frame header of 4
instead of the FRF 8 byte header. So the 2 values to remember are 4
and 13 for your layer 2 headers.
