First, many thanks to Jonathan and Roger for their assistance.
I finally gave up on the loopback option and went with POTS and VOIP dial peers.
Using 2 POTS and 2 VOIP dial peers, all portions of B-ACD is working fine.
So, if someone can tell me why the following DPs would not work, I would be
very grateful. I truly like the elegance of using the loopback, but if I cant
get it to work, then Im stuck using 4...or more depending upon the situation.

I have already disabled the GK link
Outbound dial peer matches but then I'm unsure about inbound. Debug voice
dialpeer shows a success match but then a couple lines later indicates no match
Attched file has dial peer and application config as well as complete debug of
voice dialpeer with inbound call from PSTN
