With Cisco CME, this can be done by using a Tool Command Language (TCL) 2.0 script named "Time of Day Routing and Barring" that is available on Cisco.com Developer Support Central under TCL 2.0 technologies (this page requires a login). This feature is also available with Cisco CallManager Release 4.1.
