Do a show isdn status.
If you don't see MULTIPLE_FRAME_ESTABLISHED state under Layer 2 Status, then do a no isdn bind-l3 ccm-manager command under interface Serial0/0/0:23, wait a few seconds, then put the bind-l3 command back.
