Try this:
PSTN Phone: 7960 or above.
HQ: 2x 7962 and above
BR1: 2x 7962 and above
BR2: 4x 7962 and above

This is optimum.
Any 7962 can be exchanged for 7970 or 7962 or higher. If you use 7961, only
drawback I believe is iLBC support which shows up like twice. No big deal.
Also, 7962 can be exchanged for 7942 and above if really needed, but you
just have to workaround a few tasks, but you still get the learning.

In my case, I have managed with just 2x BR2 phones all along. Its a complete
mix of 7970, 61s and 62s. 7960 on PSTN always.
