Hi, It will always send RSIP... graceful and RSIP restart when it comes back.
Graceful to the old one, to indicate that it's graceful disconnect and that he should not disconnect calls. and when it registers with the primary gain, it sends RSIP restart to indicate the reason why it is restarting to the new call agent. ccm-manager switchback graceful only means it will not do the process until there are calls...
