If you click on the services on the left side of your CUPC Health status it will give additional information pertaining to that section, IE: Presence.
Have you checked your ACL on the CUPS? Maybe you forgot to add the allow for the HQ subnet. I assume the BR1 users work fine, only issue is with HQ users?
