Hi Danny,

You are configuring CUCM to multicast MOH and fooling the router by multicasting MOH locally on the same IP / port. (Trick behind MOH from flash)

For the interfaces to forward multicast request you need "ip pim dense mode" command, specifically on voice vlan interface, else phones will not get MOH because you are multicasting MOH on flash. (even applies if you are using CUCM MOH, need additional interfaces to be configured for "ip pim dense mode" and hops)
