Are you doing cue jtapi web initialization after doing WAN qos on HQ - BR1
link?
If you are, and you are not doing anything on HQ - BR2 link then you are
leaving HQ - BR2 link to be 56k.
This could be one of the reason why you are having problem with Cue web
interface.
