you need IP helper address if thed server is on a ifferent subnet than the 
phones.

I don't think I needed the ip helper address, it was a Dhcp server configured 
on publisher, and I had my tftp server inputed as my cucm sub.

Did u check your option 150 in your HQ DHCP scope? and ip-helper address under 
the hq rtr voice interface? What are the TFTP server IP addresses under the 
phone network settings?
