We have to trust DSCP because non-trunk ports doesn't carry CoS
information. CoS is part of the dot1q tag added to the packet when it
traverse through a trunk port ( or voice vlan of an access port). Servers
don't tag packets & hence CoS is N/A for CUCM / CUC / CUPS / CUPC / CIPC ,
etc...
