B-ACD can only be invoked on an incoming dial peer. So during SRST, the
pots dial-peer will work fine for PSTN callers trying to hit service aa,
but your e-phones at Site C won't be able to utilize it. The e-phones will
need to leave the router and come back in order to hit service aa. You'll
have to create a voip dialpeer pointed to a loopback address on the router.
