I think you are trying to see messages which are backhauled to CUCM (q931). Gateway doesn't care about numbers, dial plans and stuffs like that, because it is all inside the q931 messages, which you can see with debug ccm-manager backhaul packets.
So the gateway doesn't ask the call-agent about the number. It does't have this intelligence...
