So you expect MGCP traffic to come from the router to the switch, and where do you expect it to go? Do you have CUCM connected to that switch or MGCP phones?
You may want to check if the router actually sends any MGCP traffic over that port by applying permit ACL with "log" action on the router. Don't forget permit any any at the end.
