The call to the mobile phone from the Mobility feature uses the Redirecting CSS at the RDP of the user. None of the internal phones would have access to use that CSS unless ofcourse it is the same CSS assigned to phones, but that wouldn't be a great way to set up SNR. It's best to have dedicated Class of Control.
What is the behavior you get when you dial (Call Can't be Completed as Dialed or fast busy)? If you are getting the message about incorrectly dialed number I'd start looking at the Route Patterns, Partitions and Calling Search Spaces associated with the phones in CUCM. If it's fast busy you may have a case where you aren't passing the right digits or plan/type to the PSTN. Standard PSTN debugging should work to help out with that (debug voice diapleer and debug issn q931). Hope this helps!
