I believe that when you configure fractional PRI from IOS, and if you have to expand the channels later, you have to reconfigure mgcp... that is you have to shut your voice port, controller, bind-l3 command in the D-channel etc....
On the other hand, if you have busy out the channels from the UCM, you can simply change the channels to required numbers, and save the service parameter. Please update if there are other, must be there, benefits.
