Those who are choosing option # 3 - for those candidate IPX should provide a different training program just to cover only specific features in new blueprint. This might be beneficial. Assumption that candidates who have CCIE voice certification expert level understanding on infrastructure, gateway protocols ( H.323, MGCP, SIP etc..), QOS and other topics from previous blueprint.
I would think about option # 3 after Data Center lab planned this year.
