Make sure the PRI is "up" on your router as well: Show isdn status
L2 should say 'multiple frame established' and if it doesn't you have an issue. It would likely say 'tei assigned' when there's a problem. On an mgcp gw the L3 status should say 'cucm manager'. Troubleshooting guide here: http://www.cisco.com/c/en/us/support/docs/wan/t1-e1-t3-e3/8131-T1-pri.html If the PRI is "up" and you still have issues then its likely call routing in cucm.
