you mean when CCNet service starts, set the status to stopped iso running?
As far as I know this is not supported, but seems not that difficult to add
please create a jira issue, so it does not get lost.

but another question, so now you have to stop let's say 10 projects because
of this,
but who / what will start the projects? --> so they will respond so a force
build or whatever.

A stopped project does not respond to triggers anymore, so you will have to
start 10 projects.
Granted on a restart of ccnet, you do not have the bad side effect of wrong
builds.
