Changing groups to the following format fixed the problem of email
publishing.


<groups>
 <group name="developers">
      <notifications>
       <notificationType>Failed</notificationType>
       <notificationType>Fixed</notificationType>
     </notifications>
        </group>
        <group name="buildmaster" >
           <notifications>
      <notificationType>Always</notificationType>
    </notifications>
  </group>
</groups>
