Hi,
the trigger is the one that tells the project to check for modifications. 
So, each project should check every 10 minute according to your setup.

If all projects have the same settings, they will all (within a server) 
check for modifications at the same time, as the clock starts counting down 
from 10 for all of them during service startup.

This could put some strain on your Subversion repository. You'll get around 
this by using queues:

The modificationDelaySeconds setting is not really necessary for a 
Subversion repository, as commits are atomic.
