I had the same issue here:

Basically I would run ccservice as a domain user with administrator
privileges and it would change file and folder owners from 'domain
\MyUser' to 'Administrators'. Then the 'Administrators' files and
folders were inaccessible to my domain user.

When I ran the ccnet.exe as the same domain user without any changes
to configs whatsoever, all my files and folders were owned by this
domain user and were accessible without a problem.

Any ideas?
