I figured out the issue. I trigger the build and open Task Manager to monitor nant.exe process, I see this process is running forever. But if I run the command line, the process is closed by itself after finish. So we could conclude that ccnet was waiting for nant process finish, but it has never, so ccnet has to kill the process when timeout.
The reason is I was running the ccnet service under different account. So I have to login into that account and make sure SVN actions works properly. The issue now has gone away. Thanks Bruce.
