I'm having the same issue. I run a merge file task that copies the files to the artifact directory. I can see they are there on the server, but when I try to access the html link on a failed report I get the message:
'unable to find file '0\TestResult.html' in 'MyProject'" the '0' leads me to believe that the HTML report plugin is attempting to use build label '0' for failed builds.
