That's odd. I think you should try to determine why projects are stopped in 
the first place.
Do you overwrite the configuration file for some reason? (I've seen 
suggestions on discussion groups to let a project alter the CCnet 
configuration file to set/change some parameter.)
Or do you let a project stop other projects?
Perhaps you should let the project you're trying to force use a project 
trigger?

Just some suggestions off the top of my head. Hope it gives you some ideas 
to continue investigating.
