This may seem silly but did you stop and start the service? Also did you ensure that cc net service was running as the same user you thought it was?
What I did when I set it all up, was run the service under the same domain account as myself, and built from there. I also ensured it was the correct user by having the build execute a command that echoed the username out into a file, for inspection.
