Dear Charlie,

     This politician didn't know the difference between the average
(mean) and the median. There could be (much) more or (much) less that
50% of the children below average, depending on the skewness of the
distribution. However, there will always be 50% below the median. 

     But maybe this is too complicated for politicians.
