Easiest? Throw some money at having someone do the work for you. Grant at http://altairkit.com says that he used these people to scan and replicate some vintage PCBs: http://www.mhtest.com/scanning.shtml No idea how much that costs. Probably in the if you have to ask you can't afford it range.
