Because they are a health risk, they have no facilities to recover the data, and someone decided they didn't have a budget to attempt to preserve them given they have no idea what is on them. I'm sure they would have preferred to not have gotten the call from the surplus guy in the first place, since all this will do is give them another PR black eye.
