This is nothing new. In the 1970s, the official CDC diktat was to reduce any surplused equipment to scrap. That included taking a sledgehammer to disk drives and other objects. I witnessed lots of functional gear done in this way. Apparently this was to prevent surplus parts finding their way into the supply stream--and then having to service them. --Chuck
