It turns out that Paul Pierce’s IBSYS source tapes [1] include a version of the IBM COMTRAN (aka CT aka Commercial Translator) source code, and Rich Cornwell has extracted it and set up jobs to rebuild the translator and its library from source. See the bottom of his web page [2] for the jobs, tapes, and listings.
