Because by default the desktop uses the maximum configurable colors. Go
to the color configuration
and select fewer colors. The special color of the frame you mention will
disappear.

Same as above. Reduce colors. What you essentially ask is to have less
colors on by default. But the option is there.

It is included. I just do not recall the name right now. I am at work
without access to CDE (we are on LTSP).
But you can find it yourself. (I think it is Crimson. But I am not sure).

First reduce the colors as above. Then change the color scheme one by
one and you will find it.

Solaris uses Crimson, in low color (less colors for desktop mode). If you want 
to try to create a new color scheme

(palette in CDE lingo) here is a tutorial write up I did:
