Specifically of interest for you would be either the 'jar' (java
archive) for either version 1.2.5 (current stable, 'bugfree' version)
or for version 1.3.5 (development version, cutting edge, but with a
potential for bugs/errors/complexities.

As for 'installation' on windows 7. The CDK is NOT a ready-to-use
'program' as such that can be 'installed' like photoshop or paint. it
is a collections of functions to be used by programmers in _making_
software programs (i.e. a computer programmers toolkit).
If you would compare tools like photoshop or chemdraw to a wooden
closet, the CDK would be a pile of wooden planks. It saves you the
trouble of cutting down trees and sawing them into planks, but if you
can't put the pieces together (requiring programming skills in the
java programming language), they're not that useful.

If I misunderstood your intententions and you are indeed a programmer,
my apologies.
If you use a java programming environment like Netbeans, Eclipse or
IntelliJ Idea these will have facilities to 'reference external
library', 'include jar' or something sounding like that. Point such a
function to wherever you downloaded the jar file, and you will be able
include CDK functionality in your home-written programs.

If you program in another language than Java, I believe there is/was a
'wrapper' layer that makes CDK functions available in R, but I am not
knowledgeable in that area of the CDK
