I think you can distribute it without permission, just look the licence of OpenOffice.org in the distributors page.
If you look in GNU home page you know that you can charge a fee for the CDs you distribute with GNU software, because free in "free software" is like "free spech", not like "free beer".
There are some conditions on distribution, look at the distributors page for them and free add OpenOffice to your CD
