Our company has followed this procedure many times over the last 3 years and haven't been added to the list.
I think it is best to sign up to get the mail, but not to become too distressed at not getting on the list. Try to bear in mind that the list is probably managed by an unpaid volunteer and is unlikely to be kept up to date. I cant say I have noticed any new names being added or taken off the list. I'm sure something will be sorted out eventually.
