The change is based on the change in mkisofs that introduced reliable inode numbers even with plain ISO-9660 that happened with cdrtools 2.01.01a18 in October 2006 and a change in isoinfo in the same release. The new inode algorithm that allows hard links with ISO-9660 is based on the starting sector number os a file and in case of files with no content, it uses speudo "negative" numbers. This seems to be the 18th file on the medium that does not have a data section.
