MSDN is ok, I'm not so sure of the constants. I appreciate your sarcasm, but I personally wouldn't like to get sued by Microsoft (or anyone else, for that matter). The people involved in some of the other projects (Cygwin, MingW, gcc, ..) from which we inherited stuff are careful about such things, I would like to do the same.
