Yes, but the other VER_PLATFORM_WIN32* macros that we have are in
winnt.h, and I didn't want to change things too much.

I don't think so, but I may not understand why you're saying that.
In our set of include files, they're always included both :
windows.h
+-> windef.h
| +-> winnt.h
+-> winbase.h
