Great!  So an app might ship unsigned, and when the user attempts to
use a feature that requires protected access put up a dialog telling
the user how to turn off the restrictions on the phone.  Seems like a
reasonable solution.

This is entirely off-topic, but does anybody else find it ironic that
there's a real possibility that Wince devices will eventually be the most
open available (in terms of the freedom users have to install and use
what they choose)?
