Maybe clear the cache first:
  yum clean all
  yum --noplugins --disablerepo=rpmforge list libXpm-devel

No.  You should fix your yum config.

I'm not going to comment on fixing it at this point.  I've never allowed
dag/freshrpms on my systems so I'm not familiar with the implications.
