Every single line has every possible option, and a few extras.

The one HTML editor I ever tried, Quanta, had the lovely habit of, once
you hit ?display", when you went back to editing, it has left justified
*every* *line*.

I hate to suggest it, but something like WordPress might be what you want,
if that's not overkill.

I  can make the basic pages, but they need to tools to upload content.  Recordings, announcements (in pdf) and the like.  So something more than here is how to compose your html and here is SSH to do a scp file transfer....

I will look at docuwiki and perhaps WordPress (seem to recall it is more than just an html editor).
