Yes, that doesn't make sense, even aside from the fact that the connected UPS is about as likely to fail as the PS itself. One of the big values of having dual power supplies with two power cords is that you can move the plugs from one outlet to another while it is still running (e.g. to replace the UPS, move to a new location while connected to a small UPS, or just to move the cord to a different outlet).
