AFAIK, there is no basic mechanism that tells to read /etc/bash_whatever for 
each user. For instance if you look in the default ~/.bashrc you will see 
that:

# Source global definitions
if [ -f /etc/bashrc ]; then
    . /etc/bashrc
fi

You have to do it the same way with bash_logout.
