Maybe try (untested):
  sudo -u gdm gconftool-2 -g /apps/gnome-power-manager/action_button_power
  sudo -u gdm gconftool-2 -s /apps/gnome-power-manager/action_button_power -t 
string interactive
  sudo -u gdm gconftool-2 -g /apps/gnome-power-manager/action_button_power
