If you're scheduling jobs with teuthology-suite *and* disabling locking, my 
guess is you're in for an adventure.

The lock server is called paddles:
 https://github.com/ceph/paddles/

The setup instructions are up-to-date but note that the API docs are not (but 
you shouldn't need those anyway).

You can skip these checks with 

 check-locks: false

in the job yaml.
