The party line is to jump no more than 2 major releases at once. So that would be Octopus (15) to Quincy (17) to Reef (18).
Squid (19) is due out soon, so you may want to pause at Quincy until Squid is released and has some runtime and maybe 19.2.1, then go straight to Squid from Quincy to save a step. If you can test the upgrades on a lab cluster first, so much the better.
