We could elect some one as Vice Chairman just to adhere to the constitutional requirements, but deep down we know we have elected this person to achieve a certain objective say fundraising and the terms of reference for the position should explicity say so. The case should be the same with the Vice General Secretary and the three excutive members. During committee meetings, they should not be reproting as Vice chakuti kapena excutive members, they should be reporting on what their role as agreed by all the stakeholders is asking them to do. These Subcommittees are appointed by executive members and each one has to be headed by a member of the executive. This means that if you want to head a subcommittee on Fund-raising for instance, you have to be a member of the Cezobal executive. if you just want to be a regular member in the fund-raising subcommittee you need to be appointed.
