You can try Jabber; free, open-source IM.
Open IM standard that can link to a number of different IM systems; ICQ, AIM, MSN, 
etc.  I don't think you can
create an ICQ account with it, but once you have, just need to log on.

I've been using JabberIM; very small and fast (in comparison), with NO ads :)
Especially since ICQ crashes every time I open it, and don't feel like reinstalling it 
again.
