I never installed the shoutcast server but I'm tempted to give it a
whirl on a rarely used web server.

I never really gave a thought about royalties. I was going to use it to
play my bands music. I think that there would be some sort of royalty
issue though. From my past experience, if you play, you pay. It may be
different it your not making money off of the stream but I doubt it. I
wouldn't think that "Free Us" would apply.

You got me curious enough to look into it though. Considering how many
streams are available, there is some serious violations going on.
