So what is the good way?

The people who commit these aren't going to talk peace with us.

Lets assume it was Bin Ladden. He isn't going to go into peace talks with 
the US. Why would he. We don't know where he is. So we can't go get him.

He isn't going to stop until either the US stops backing Israel. And he may 
not stop then.
